Arriving during a Kissing Game was probably the most fitting thing for Kaworu, to be honest. Not only because he doesn't care about boundaries or personal space, but because he learned about something that could've taken him some time to learn on his own! Which made me laugh a lot at the time, because I didn't even plan it and it just happened! That's how I usually play, so it made me happy.
More specifically for Luke. . . Well, he was the first person Kaworu was interested in since his arrival at Aather. He knew Shinji was there, but the game was busy enough that he was unable to talk to him uuuuntil later. That momentarily drifted his attention away from Shinji and he poked Luke even after "teaching" him how to kiss. Kaworu didn't care at first, but Luke's reactions are always honest and he has a tendency to find people who blush and flail very funny and interesting. So he ended up wanting to talk more to him! It was sort of a popcorn.gif kind of deal to him, but at the same time, he actually found him interesting.
Nothing made a strong impression after that until Three's game and he had to die. Kaworu is . . . surprisingly okay with dying, he's not even upset by it. In fact, he thinks it makes sense his team got slaughtered. However, he was uneasy about his team dying in a way he can't understand. He was relieved when he learned Shinji and Cubia didn't play and then Luke was there when he was coming back to life. It confused Kaworu a lot, to say the least. Why would he be there? Why was he caring? Why did he look honestly sad? He couldn't get his head around it, but while it's still difficult for him to understand, that made him start to care about Luke.
Luke sharing his memory made Kaworu care more on some level, too, but he's not even aware of it. Kaworu isn't capable of empathy, exactly, but there was still something. And the reason Kaworu kissed him was because he was annoyed at the thought of Luke not caring about the kissing game or kissing him, but he doesn't get why. The reason is because Kaworu likes . . . the attention of those he ends up liking. He wants Shinji attention and he dislikes it when he doesn't get it, so it's the same thing here. He wanted Luke's attention and he likes doing things that will make him blush, SO HE KISSED HIM. But this time it was different! It was different because he felt something this time and Luke was kissing back, which was interesting and fun and he liked that.
In a way, Kaworu is completely unaware of what all of this means. He likes Luke and he's more aware of liking Luke, but FEELINGS ARE HARD and he doesn't even feel much yet, but he's going to keep doing things to get Luke's attention and maybe kiss him from time to time. He almost had the SPARK of a hormone in that second kiss, mostly because it was when he was more . . . human and less toppy and he focused more on those feelings he doesn't even fully understand. Kaworu doesn't link all this to romance or love or anything similar yet, but he considers Luke as a friend now. A friend who has never hated him or disliked him, too! It's strange and different and Kaworu is completely okay with that.
I'm exhausted, so I hope this is making sense. Another thing is that Kaworu doesn't even realize he's taking advantage of Luke! I don't think he ever will, to be honest. Same reason he never stopped touching and being all over Shinji in canon. He won't stop talking to Luke and I have no idea where this is going, but he honestly likes him.
